Another day obsessively reading the DISM/CBS log, another day finding an obscure variance causing the problem.
Couldn't enable .NET 3.5. For weeks no luck.
Sit down and read log. Look at registry policy. "UseUdateClassPolicy" set, denying cloud download of 3.5 FoD. Remove. Fixed
